Purchasing Voter Registration List


The State Board of Elections provides, at a reasonable cost to qualified persons or entities, lists of all registered voters, newly registered voters , voters who voted, and monthly updates of voters’ information for their districts. 

PERSONS WHO MAY OBTAIN - Registered Voters and Newly Registered Voters

  • Courts of the Commonwealth and the United States for jury selection purposes,
  • candidates for election or political party nomination to further their candidacy,
  • political party committees or officials thereof for political purposes only,
  • incumbent officeholders to report to their constituents,
  • and nonprofit organizations which promote voter participation and registration for that purpose only.

The lists shall be furnished to no one else and used for no other purpose, except that the State Board is authorized to furnish information from the voter registration system to general registrars for their official use.

PERSONS WHO MAY OBTAIN - List of Persons Who Voted at any primary, special or general elections held in the three preceding years plus current year.

  • candidates for election or political party nomination to further their candidacy,
  • political party committees or officials thereof for political purposes only,
  • and incumbent officeholders to report to their constituents.

The lists shall be furnished to no one else and used for no other purpose, except that the State Board is authorized to furnish information from the voter registration system to general registrars for their official use.

PERSONS WHO MAY OBTAIN - Monthly Update Subscriptions

  • Courts of the Commonwealth and the United States for jury selection purposes,
  • candidates for election or political party nomination to further their candidacy,
  • political party committees or officials thereof for political purposes only,
  • and incumbent officeholders to report to their constituents.


Data Included:

  • Full Name
  • Residence/Mailing Address or both
  • Gender
  • Date of Birth
  • Date of Registration
  • Inactive Status
  • Voting History (only of Compact Disc (CD))

Any information pertaining to active or retired law-enforcement officers (but excluding officers whose duties relate to detention) and persons granted a protective order will contain the post office box address in lieu of the residence street address, for individuals who provided a post office box address for his residence for use on such lists . None of the data provided to outside parties contain the social security number of any voter registered in the Commonwealth.

Sequence

  • If a jurisdiction encompasses more than one Locality it may first be broken down by County or City.
  • Within a Locality a list may then be sorted by Precinct.
  • Within each Precinct a list may be alphabetized by the registrant last name or by the street on which they live.
  • Other options would be to sort the entire jurisdiction by either:
    • Last Name
    • Residence Address
    • Mailing Zip Code
    • Assigned Number

*The Statewide List can only be ordered on Compact Disc and sorted in Locality by Precinct by Name Sequence.

HOW TO ORDER LIST

Requests may be placed with the Client Services Representative of the Registration Division.

Placement of orders can be made in person or by telephone by using our toll-free number 800-552-9745 if calling from within Virginia. Those calling from outside of Virginia or within the Richmond area may use 804-864-8901.

Qualification of the requestor to purchase a list will be verified. An invoice is then sent to the potential client detailing what he/she wishes to purchase. Upon receipt of this invoice the client must carefully read the invoice to determine its accuracy. If the invoice does not reflect what was requested, contact the Client Services Representative to ensure that any changes or corrections are made. Once the invoice is signed and returned to our office responsibility for what is ordered lies with the client. Signing the invoice also signifies that the client is a qualified purchaser and will only use the list for the purposes prescribed by law. Again, violation of such law is a punishable offense.

A check from the appropriate account made payable to the State Board of Elections must accompany the signed invoice in order for the request to be processed. Upon receipt of the signed invoice and check the order will be placed. Production is performed at night. Depending upon the time necessary for extraction and printing of the data, the order may be available as soon as the next business day or can take up to 10 business days. At this point the order will be shipped to the client free of charge unless other arrangements are made by the requestor.

DEFINITION OF REGISTRATION AND VOTING STATISTICS AVAILABLE FOR SALE:

Registered Voters List - a list of all registered voters in a specified jurisdiction, legislative district, election district or statewide.

List of Persons Who Voted - a list of those persons who voted in a primary, special or general election in a specified jurisdiction, legislative, election district or statewide.

Newly Registered Voters List  -a list of those persons who registered on a selected date to the present in a specified jurisdiction, legislative district, election district or statewide.

Monthly Update Subscription - a listing of all transactions (add, changes and deleted) that affect the registered voters roster in a one month period in a specified jurisdiction, legislative district, election district or statewide.
