Absent Active Duty Military, Virginia Voters Residing Overseas and Dependents residing with them ARE ENCOURAGED to use the Federal Post Card Application. The federal form can be obtained from: www.fvap.gov  Select on-line version of the FPCA from the menu and follow the instructions provided.

Download Absentee Ballot Application form (PDF Format) and either mail or fax the properly completed form to the General Registrar of your county or city of residence. Click here to obtain your General Registrar's address and fax number.
